February 29, also known as leap day in the Gregorian Calendar, occurs every four years in those years that are divisible by four. Years that are divisible by 100, but not by 400, do not contain a leap day. Therefore, the year 2100, will not have a leap day and is until then, that your perpetual calendars will require manual adjustment. In the Chinese calendar, the leap day only occurs in the year of the monkey, the dragon and the rat.

A leap day is added because a complete rotation around the Sun takes 365 days and 6 hours. Therefore, in a period of four years an extra 24 hours accumulate and the adjustment to the calendar needs to be made to align the Gregorian calendar with the sun's position.
